What package do you try to receive the changelog for? If it is a package from unstable that just recently got uploaded this is a known "feature" - it needs a day or two for the changelog to get extracted to the place. Please notice that tracking unstable is a tricky business anyway, so depending on having the changelogs on the page just in time they hit the pool won't save you from some of the breakages.
