Please update Korean quotes to:

div[lang=ko] q:before { content: "\201C"; }
div[lang=ko] q:after { content: "\201D"; }
div[lang=ko] q q:before { content: "\2018"; }
div[lang=ko] q q:after { content: "\2019"; }

We can get rid of Alternative 2. The source would be Hangeul
Matchumbeob(88-1) by the National Language Institude. Keld reminded me
to look up sources. Thanks:-)
