The following is using the search box at:
http://www.us.debian.org/distrib/packages#search_contents

Search for anything with AMD64 as the architecture and testing as the
distribution. I haven't found any string that yields a result.

Examples:
testing AMD64 bzip2
http://packages.debian.org/cgi-bin/search_contents.pl?word=3Dbzip2&searchmo=
de=3Dsearchfiles&case=3Dinsensitive&version=3Dtesting&arch=3Damd64
No results

stable AMD64 bzip2
http://packages.debian.org/cgi-bin/search_contents.pl?word=3Dbzip2&searchmo=
de=3Dsearchfiles&case=3Dinsensitive&version=3Dstable&arch=3Damd64
4 results

testing i386 bzip2
http://packages.debian.org/cgi-bin/search_contents.pl?word=3Dbzip2&searchmo=
de=3Dsearchfiles&case=3Dinsensitive&version=3Dtesting&arch=3Di386
4 results

bzip2 __is__ available for testing AMD64.

This appears to have been fixed in the AMD64 archive now, and searching
for tesiting/AMD64 packages works again, so I'm closing this bug.
