 It does. But you tell the server that those order is just because you
can't write them side-by-side. It is no order but an equal.

 In fact it is. Almost no servers use a quality marker for their pages
AFAIK, but this is the way it is meant to work. Yes, the content
negotiation specification needs an update. But that's the current status
quo.
