Bug#155059: about charset support

I would like to add a sentence on what is charset support
to cvs/webwml/international/l10n/index.wml, because I think
charset support should be more stressed because (1) it is
the basis of all other i18n/l10n and (2) people tend to
forget laugages (which require special handlings) which are
very different from their own.

The following is the patch.  Any comments?
(I have a cvs commit permission.  Can I do when discussion
is finished?)
