modified translation-check



Hi,

while working on the banners I had the problem that compiling files
always produced an error.  This was due to the fact that the directory
was present for english and german but not committed yet.  The following
patch to translation-check.wml should fix that but I'm not sure if I
should commit it.

Please author it and comment on it:
