I tried it, and it worked (this is my second ever try at writing rewrite
rules):

   RewriteEngine on
   RewriteRule ^/Bugs/db/pa/l([^/]+).html$ http://bugs.debian.org/$1
   RewriteRule ^/Bugs/db/[[:digit:]][[:digit:]]/([[:digit:]][[:digit:]][[:digit:]]+).html$ http://bugs.debian.org/$1
