Content negotiation is a method that lets the server decide which, among
some set of files, should be served. It's primary use is to serve pages
that are available in multiple languages. The default would be english
(although some of the mirrors might pick a different language. This will
be discussed), but if the client gives a language tag (I'd have to look
up the exact name), the document will be served in the preferred language.

To make things easier for inexperienced users, there would be a list of
available languages for the current document at the bottom of the page
so they can select a different language for that page.
