We are translating descriptions of packages, which you can get 
from ftp://ftp.debian.or.jp/pub/linux/debian-jp/indices-jp/Description-ja
and use it as source of Japanese version of Package pages.

If you can read Japanese, check it out:
 http://www.jp.debian.org/Japanese/Packages/
		stable/index.ja.html
		unstable/index.ja.html

# however, top index page is not still translated...

Would you give me the new version of program generating packages' pages?
I'll check it to be able to use for Japanese (and maybe language 
using multi-byte characters).
