 The General Cartographic Transformation Package (GCTP) is a system of
 software routines designed to permit the transformation of coordinate
 pairs from one map projection to another. The GCTP is the standard
 computer software used by the National Mapping Division for map
 projection computations.

This library is used by hdf-eos4 and hdf-eos5, which have ITP's assigned,
as well as libproj internally. 

The upstream author claified the license situation:

	The GCTP was originally developed by USGS. For EOS (funded by NASA) we took it and added a few more projections to be used by HDF-EOS. Any one 
	can use it or modify it (both commercial and non-comercial) as long as it is acknowledged. If you want to use it please use the latest versions ( see download 
	at   http://newsroom.gsfc.nasa.gov/sdptoolkit/toolkit.html ). The source code is packaged with hdfeos and hdfeos5.
