i don't think we're really in shape for any kind of announcement just yet.
imo i see things shaping out something like the following:

- migrate php policy to seperate document (there will be a first step
  towards this in an upcoming commit by me)
- merge in the pear policy stuff
- generally discuss and refine
- contact the maintainers of web servers, rdbms, and scripting languages
  for discussion for some period of time
- contact the maintainers of web apps for discussion for some period
  of time.
- get things looking as nice as possible, and contact the folks in
  debian-policy for feedback for some period of time.
- have an initial version of webapps-common in unstable
- put out an announcement on the proper list(s).
