Presuming we keep GFDL docs in main for sarge, adding the exemption
later rather than now doesn't seem like it'd hurt users particularly much.
That said, I still think it's daft to start doing things before we've
worked out what we actually want to do. If you're not sure what we should
be doing with non-free stuff, you should be promoting further discussion
(either by voting for it, or, in the more obvious manner, by discussing
things, making proposals, responding to criticism, etc).
Obviously, at some point discussion isn't going to do any further good
and you need to do things like vote (if no one's convincing anyone else
anymore), and/or start doing things and experimenting (if that's the only
way to get more data), but ttbomk there hasn't been anywhere near that
much discussion about what it'd mean to try having a special component for
non-free docs. (It seems silly to me: if non-free programs are morally
objectionable, then I can't see any reason why non-free docs aren't
too; and if there's any persuasive value in removing packages rather
than just recategorising them, then we'd want that at least as much for
things like glibc documentation as we would for anything in non-free)
