Shouldn't that be a quorum of roughly 50?  According to
http://www.debian.org/devel/constitution, the Project Leader vote (5.2.7)
has the same quorum as a General Resolution (4.2), which is defined
as 3Q (4.2.4).  And Q is defined (4.2.7) as half the square root of
the number of current developers.  The square root of 1043 is around 32,
which makes Q around 16 and the quorum about 48.
