RESOLVED: [CONSTITUTIONAL AMENDMENT] disambiguation of 4.1.5



[CC'ing DPL because I am making a request of him under the Constitution;
see below.]

By my count, that makes six sponsors for my proposal so far.  This exceeds
the requirement set forth in the constitution, which only requires 5 other
developers.

I note that the sponsors of the proposal are the following:

I verified that all of us are developers using the command

gpg --no-options --no-default-keyring \
 --keyring /usr/share/keyrings/debian-keyring.pgp  \
 --keyring /usr/share/keyrings/debian-keyring.gpg  --list-public-keys

using version 2000.08.30 of the debian-keyring package.

I therefore ask that this proposal be handled under the Standard Resolution
Procedure; I request the minimum discussion period (two weeks).  I also
would like to request of the Project Leader that this period be reduced to
one week per sections 4.2.4 and 5.1.8 of the Consitution, since the matter
of this proposal has already been extensively discussed a few months hence
in debian-project.  I request a voting period of two weeks.  This
Resolution requires 3:1 supermajority to pass, as it is a Constitutional
amendment.  A quorum is not relevant (A.6.8).  The "default option" per the
Constitution, in this case, would appear to be no amendment to the
Constitution at all.

I should note for the Secretary's convenience that there is another pending
Constitutional amendment proposal (a kind of omnibus proposal which
includes the text of my amendment along with other changes to the
Constitution) which has received its requisite number of sponsors; however,
these were independently proposed and neither was offered as an amendment
to the other.
