xdm can do it. Adapting its approach:

Go to "Seat configuration" in /etc/lightdm/lightdm.conf. Uncomment
"[Seat:0]" and after this line put

   xserver-command=/usr/bin/X :0 vt07 -nolisten -tcp

Add 

   [Seat:1]
   xserver-command=/usr/bin/X :1 vt08 -nolisten -tcp
