Normally, this would be a case of

# dpkg-reconfigure locales

However,

> rc  locales 2.11.3-4                             Embedded GNU C Library: […]

indicates that for some reason, locales is not installed on your
computer (rc means removed, but configuration files left). Try to
install it (apt-get install locales) and then configure it to your
wishes.
