Success at last. It may be that my real problem was not due to udev, but
was because there was no DHCP client installed. None of the docs I found
made any mention of the need for such a thing. But I installed udhcpc,
and maybe that made a difference.
I went with an auto up and the name eth0 for simplicity. For
completeness, this was my setup:

Then I connected the DSL modem to power, the telephone line, and by
ethernet cable to the computer, and rebooted. Lo and behold, I have a
fast internet connection! Upgrading packages can be done in minutes
instead of hours. That's nice.
