Well, your angle is too wide for we can reply with a concrete proposal.
I think any system in the market will fit your needs... unless you buy
some special piece of unsupported hardware :-)
- For standard use, I like MSI and Gigabyte motherboards.
- 8 GB should be fine.
- CPU, AMD Phenom or Intel QuadCore
- VGA, this is a difficult one. Nowadays they come with noisy fans or
getting two slots, which I don't like at all. Anyway, nvidia would be a
right choice.
- A "do it yourself" approach will let you to select the best components
at the best prize. I will go that path.

This is getting a recurring question in this list. Maybe it's time for
Debian to get a HCL page so people can start looking-up there O:-)
