The definitive answer can be found in /usr/sbin/update-grub : the function CompareVersions is used for sorting the list of kernels. This function considers the version numbers, not the file dates.

You may consider using a different naming scheme in the future, like
vmlinuz-2.6.21-20070911
vmlinuz-2.6.21-20070718
so that the alphabetic ordering of the version numbers matches the temporal ordering.
