Somewhere in the official Debian documentation there is a document which tells how to create a Debian package; I've seen the document. Google for "Debian package HOWTO", etc. And don't forget to go directly to www.debian.org; oftentimes that is easier than searching with Google or even with "www.google.com/linux".

And I seem to recall seeing in the official documentation a document which tells how to install "foreign" software without creating a Debian package for it.
