Yes, it is. 

# ls -l /boot/grub/menu.lst
- -rw-r--r--  1 root root 3761 2006-08-18 12:05 /boot/grub/menu.lst

/boot is /dev/sda1 and root is /dev/sda5. 

When I ran grub-install I gave it the options
"--root-directory=/boot /dev/sda".

Any other thoughts?
