I have an old computer (1999) and there the apm module didn't work either.I now have found the solution. I checked the dmesg log and found that my computer has an ACPI, but linux isn't using it because it is too old (1999 < 2001). I have added the kernel parameter "acpi=force" and now my computer gets switched off.
