apt-file and apt-cache: strange behaviour

Hi,

can someone explain this to me?

$ apt-file update

<snip>

$ apt-get update

<snip>

$ apt-file search /usr/bin/rox
rox-filer: usr/bin/rox-filer
$ apt-cache show rox-filer
$

Why does apt-file know something about rox-filer while apt-cache
doesn't? I consulted packages.debian.org then and found out that
apt-cache is right. No rox-filer in testing (only in unstable). But
why are they different?
