All your disgnosis aside, I chucked the scanner name into Google and found 
this:

Basically, it seems that the manufacturer saw no need to follow SCSI standards 
and leave out a 1 cent jumper. This can cause a lot of weird behaviour on the 
SCSI bus, ranging from complete havoc (like 7 or 15 scanners showing up - try 
starting windows with such a setup for laughs) to a plain nothing. The 
interface cards shipped with those crappy devices are usually ridiculously 
fault tolerant (and ISA and not good for anything).

Perhaps fiddling with some settings in the adapter BIOS can clear up things. 
Especially look for a termination power setting. If there is none, you might 
want to try setting the jumper described in the linked writeup.
