I love Debian and am sorry that you have to make do with some other
distribution for part of your work.

That said, apt-cacher seems to be a cgi script that should be useable
on any proper installation of apache. It requires that the users of
the 'repository' rewrite their /etc/sources.list files, but I see no
reason why the 'repository' must be on a Debian machine.
