You could look at dirvish or rsnapshot. While both of these tools do full
backup snapshots, they extensively use hard links to minimize storage
space. You get the benefits of full backups without the wasted space.

They doesn't have versioning per-se, but you could always go back to an
older version of the file by using the right snapshot.
