First idea: while in some other window manager, or at the console, move
or rename the .kde folder in your home dir. The next time you log in,
kpersonalizer will start and ask you for your preferences. It it works,
you can later copy back the configuration files you need.

Second idea: create a new user ans see if the problem is still there

Third idea: if the above didn't help, it seems to be a system-wide
problem. Try to remove kde (apt-get --purge remove kde.*) and reinstall
it.
