bad statistics from /proc for hard drives

Hello all,

I am using Debian 3.0 on i386 with a 2.4.20 kernel. I
have 3 hard drives installed on this machine, 2 on the
primary channel and one on the secondary channel. The
boot drive is an IBM and the other 2 are Maxtors (no
religious wars please). I get bad statistics from sar
and iostat, which presumably means /proc is not
reading things right.

It shows 100% (or thereabouts) busy and minutes-long
latencies for a system that is not currently being
used at all. Even more unusual, is that these stats
are for the drive itself, not the partitions that
belong to it.

The machine is fast and responds quickly. I have run
diagnostics from both IBM and Maxtor and all 3 drives
have passed with flying colors. I have even run
several benchmarks on the drives and all 3 drives are
essentially dead-even in performance.

Relevant info is below, THANKS all!

hda: IBM-DAQA-33240, ATA DISK drive
hdb: Maxtor 2R015H1, ATA DISK drive
hdd: Maxtor 91024U3, ATA DISK drive
and 2 cd drives

ignore the CMD-0680 below, that's just for the cd-rw,
and these symptoms happened way before the controller
was installed:
#lspci
