Typically you would use two separate programs. For SMTP you would
install a Mail Transfer Agent (MTA). Exim is installed by
default. sendmail, postfix and qmail are  other common choices.

For POP services you can choose a wide variety of POP servers. I don't
actually run such a server, but cyrus, qpopper, teapop are packages
that come to mind. 

Hopefully this will help you get started along with hints from other
more knowledgeable list members. 'apt-cache search' is your friend!
