apt-get -b build-dep <package>
apt-get -b source <package>
for every package. You'll probably need to tweak some files in each
of the source packages to enable subarch optimisation.

Only if you consider spending hours compiling to save a few
milliseconds to be worth it. Plus the optimisations in gcc for the
newer sub-architectures aren't totally reliable. Don't bother, you
won't see much of a difference in day to day use on most software, and
what software there is that does benefit has multiple packages (ogle
and mplayer are the only two I know of).
