You write a proxy.pac file (in JavaScript) and configure your web server
to use the right MIME type for it (application/x-ns-proxy-autoconfig).
For more detailed information and examples, see:

Then you configure your browser to use that script for automatic proxy
settings, test to make sure it's working correctly, and pretty much
forget it until you make a change to your proxy.
