Like you, I made the /var partition to small.  Rather than repartition,
I made a directory /home/aptcache.  Then in /etc/apt.conf put the line:

	Dir::Cache::Archives "/home/aptcache"

My /home partition is plenty large.  /var is now sufficient for its
files.
