I guess you are using gnome2 from testing/unstable, but using galeon 1.2.x? 

Something strange is happening, it seems to be a bug somewhere
which prevents gconfd-1 to start automatically (as it should). See bugs
http://bugs.debian.org/216560, http://bugs.debian.org/216430 .

My workaround is starting gconfd-1 by hand before launching galeon:

$ gconfd-1 &
$ galeon &
