[here is my rather vague guess]
"Universal Plug-n-Play" is this massively buggy service that XP runs 
that tells firewalls: hey, open up these ports for a while.  It partners 
with the cheesy software firewall XP has to dynamically open ports junk 
like Netmeeting.
