It varies over time.  Sometimes the list is processed very rapidly,
and sometimes there are delays.  I suspect part of the problem is the
massive amount of mail handled by lists.debian.org.  Maybe the mail
queue is backed up with undeliverable bounces (spam that the content
filter rejected).
