Which opens you up to relaying. All I have to do is change the reverse
map of my IP address to something.domain.tld and you'll relay
(provided that tcpwrappers is not configured to be PARANOID in
/etc/hosts.deny).

Why restart and not just reload?
Reloading will be just fine.
