According to the output he posted from an "apt-get upgrade", he had 0
packages to install/remove/upgrade and the only thing "missing" in his
system were those libraries.
In a situation like that, where he'd gotten the entire rest of the
system upgraded already, I feel very comfortable recommending "install"
to pick up the rest even if he is moving from potato to woody.
