Goodness, there was a thread on exactly this topic yesterday on debian-devel!
Someone wrote a nice howto that I won't give you because I forget the URL.
Essentially you write /etc/apt/sources.list as
deb http://mirror/debian unstable main contrib non-free
deb http://mirror/debian-non-US unstable/non-US main contrib non-free
deb http://mirror/debian testing main contrib non-free
deb http://mirror/debian-non-US testing/non-US main contrib non-free
deb http://mirror/debian stable main contrib non-free
deb http://mirror/debian-non-US stable/non-US main contrib non-free
Obviously the non-us and non-free are optional, and you may need to change the
paths slightly depending on your mirror.
The real magic happens in the (probably new) file /etc/apt/preferences
Package: *
Pin: release o=Debian,a=stable
Pin-Priority: 900
Package: *
Pin: release o=Debian,a=testing
Pin-Priority: 500
Package: *
Pin: release o=Debian,a=unstable
Pin-Priority: 300
Hopefully the person who wrote the howto will see this message and send you
the URL so you get a better description of why this is the way to do it.
