I would suspect a 'duplex mismatch'. This is where either the NIC or switch
is locked to 100/Full and the other side is at Auto Negotiate. You won't
notice this problem until you do a file transfer, since this causes
collisions to be detected at whatever is running 100/Half and it kills
throughput.

This is not a setting in your dhcpd.conf, I'd check 'dmesg' on the debian
box and see what the speed is and check the Network properties on the
Windows machine.
