What kind of modem are you using?  If you're using a WinModem, that
might be the problem.  If you don't have the right UARTs on your
motherboard (which was an issue with me when I was running my 486 as a
masq server back when 28.8 was the rage), it might cause this issue.  If
you're not sure, double check your serial configuration and see if
anything looks too horribly incorrect.

Having said that, the only other thing that might be helpful are logs.
Are you getting any messages in the logs around the time that you're
dialing in?  Mainly look for messages from pppd, as maybe it's
misconfigured.
