Assuming that they've been orphaned properly, use grep-status to look
for a Maintainer: field containing 'debian-qa@lists.debian.org' (old) or
'packages@qa.debian.org'.
For packages that haven't seen an upload to change the Maintainer:
field, the list at http://www.debian.org/devel/wnpp/orphaned is
mercifully short enough that you can probably go through it by hand.
