package reinstall question

I don't seem to have an /etc/X11/types/basic file which may be part of my
backspace/delete problem

now, when I do a dpkg -L xlibs I see /etc/X11/types/basic but when I do an
apt-get --reinstall install xlibs and then look in my /etc/X11/xkb/types I
still don't see 'basic'

is there something more I need to tell apt-get or dpkg to put that file in
there ?
