That is for developers/contributors.

For you, pre-packaged text, pdf, ps, html is available at qref.sf.net. Also:

# apt-get install debian-reference-common/unstable debian-reference-en/unstable

will let you download debian package from unstable if you already
implimented what I say in chapter 5.
