poll: protocol failure in circuit setup

I have noticed this error when trying to rsh to
a machine (I know I shouldn't be running it but
currently I have to). This error crops up 
intermittently. My impression this has something
to with the wait parameter in xinetd. Note this
is xinetd and not inetd. 

What is the fundamental reason for this?
