That's almost certain to be it. In my experience, CVS only needs the
/tmp directory on the server side. (Pity the error messages don't
clarify this issue.)
(Incidentally, there is a dedicated CVS mailing list; send mail to
info-cvs-request@gnu.org to subcribe. Moderate traffic: 50-60 messages
a day, back when I subscribed.)
