'dpkg --force-overwrite -i
/var/cache/apt/archives/kdebase-libs_4%3a2.2.2-14_i386.deb' will get you
past this, and then you can continue with apt-get or whatever. It's a
bug in the package, but since Chris is busy with preparing KDE3 at the
moment he probably won't be doing a bugfix upload just for that.
