Are you sure about this?

$ head /var/log/syslog.0 | wc -l
     10
$ head -21 /var/log/syslog.0 | wc -l
     21
$ head -22 /var/log/syslog.0 | wc -l
     22
$ head -25 /var/log/syslog.0 | wc -l
     25

etc....

$ dpkg -l textutils

Desired=Unknown/Install/Remove/Purge/Hold
| Status=Not/Installed/Config-files/Unpacked/Failed-config/Half-installed
|/ Err?=(none)/Hold/Reinst-required/X=both-problems (Status,Err: uppercase=bad)
||/ Name           Version        Description
