Try 'dpkg-reconfigure locales' (or install locales if you don't have it
already), and make sure that the locales you've set in your environment
are actually configured on your system.

Try 'dpkg --force-overwrite -i
/var/cache/apt/archives/kdelibs3_4%3a2.2.2-13_i386.deb', and make sure a
bug is filed against kdelibs3. Actually #132215 looks appropriate, but
it was closed with no explanation ... Chris, while I realize the
KDE-on-potato packages weren't formally supported, can't this report be
left open as wishlist? A Replaces: somewhere would do no harm and would
help a lot of people upgrading from the unofficial packages.
