Bastille, ssh bug?

I ran Bastille and selected the option to disable rsh.
I then tried ssh shortly afterward and had a problem;
I got a "no permissions error". I looked at ssh and
saw that no user or group had any permissions for ssh.
Thinking it might have been related to the Bastille
set-up, I looked and saw that rsh is a link to
/etc/alternatives/rsh which is a link to ssh. So, I
assume what happened is that by disbling rsh via
Bastille I actually disabled ssh. Three questions:

1. Is this a bug with Debian's Bastille (woody)?

2. What are the correct permissions for ssh?

3. How did this happen? I didn't think that chmod
followed links (per manpage).

Thanks.
