I've discovered that the problem is that there is a missing symlink. The
symlink required for woody (which may well be different for potato or
sid) is:

lrwxrwxrwx    1 root     root           30 Jan  9 15:27
/usr/share/texmf/xdvi/XDvi -> /etc/X11/Xresources/tetex-base
